Especially for the retrieval of statistical and manage
ment information a pair of reference co-ordinates is
given to each parcel. By means of these co-ordinates it is
possible to select parcels or addresses in a certain area.
In combination with each task-oriented land informa
tion system it is then possible to select parcel- or
address-related information in this area and to repre
sent it in graphical form.
Another method for the localization of land information
objects is the linking of addresses to street segments.
These segments are defined by two pairs of co-ordi
nates for each street corner. This method is also very
suitable for the retrieval of neighbourhood relations of
information objects.
The addition of segments is optional in this system. The
co-ordinate index represents also the direct link with
map oriented information systems.
In this way this identifier-oriented system enables the
exchange of information between three groups of land
information systems:
- parcel oriented systems
- address oriented systems
- map oriented systems.
The co-operation between the three government levels
in respect of the use of land-information systems and
the exchange of information between systems has
resulted in two government reports on this subject:
- A plan for information supply within the government
concerning map information.
- A plan for information supply within the government
in the field of land-related information.
Both plans describe the tasks and responsibilities of the
three government levels and give recommendations on
the elaboration of a series of technical standards. The
Cadastral Service will play a central role in the reali
zation of these plans and in the co-ordination of the
technical aspects. Although it will take a lot of time
before these standards are realized, it is pointed out that
these plans will lead to an integrated government policy
on land-information systems.
In that policy the philosophy of a multi-purpose Cadas
tre will be realized by a series of cadastral activities on
the one hand and by co-ordination of the use of other
land-information systems on the other hand.

Definition and aims of land-consolidation and rural land
development
Our rather abstract definition of land-consolidation
reads like this:

Land-consolidation is the activity to collect the land of the
owners and the land users with the intention to redistri
bute it among them according to a plan, either combined
or not combined with the execution of reconstruction
works. Such a plan can bedrawn upon behalf ofagrarian
as well as non-agrarian aims.
The essence of land-consolidation is therefore the plan
ned redistribution of the land, that is to say the planned
