The activities of the Survey Department
of Rijkswaterstaat*)
The four institutes (Dehra-Dun, Bogota, lle-lfe, Bandung)
on which ITC cooperated in the consulting and educa
tional field are now completely in hands of the govern
ment of the countries where they are located.
During the first period of five years experts of the coun
tries have worked in intensive collaboration with the
ITC-colleagues. The first mentioned experts now have
taken over the management of these institutes comple
tely.
In concluding it can be stated that the brilliant idea and
initiative of prof. dr. ir. Schermerhorn has resulted in a
well known institute, active on the terrain of the develop
ing aid. Developing aid given in this way must be one of
the best. With knowledge of so many techiques, people
can improve the standard of living in their countries.
The Dutch government supports the principals of ITC
strongly and gives fellowships to students of the so
called concentration countries in the first place. Of all ITC
students about 70% receive a Dutch fellowship.
In ITC itself a great opportunity exists for research in
many fields and in good cooperation between the vari
ous disciplines.

Introduction
In the Netherlands first order geodetic work (satellite
geodesy, triangulation, levelling, gravity measure
ments) is carried out by governmental services under
various ministries. Small scale maps, such as ordnance
survey maps, and hydrographic maps are being made
by services under the Ministry of Defense. Large scale
mapping for various purposes is executed by a great
number of services, some of them are governmental,
others are private.
The Survey Department of Rijkswaterstaat, in the Dutch
language called Meetkundige Dienst, abbreviated MD,
is charged with the geodetic support and the mappro-
duction for the Rijkswaterstaat.
The MD, a department of the Rijkswaterstaat
The MD is one of the departments of the Rijkswater
staat, belonging to the Ministry of Transport and Public
Works.
The duties of this Ministry are carried out by a number of
General-Directorates, one of which is the Rijkswater
staat. Others have to do with traffic on land, at sea and
by air. The Weatherbureau and the Postal Services also
belong to this Ministry. A number of institutes I let
unappointed.
The Rijkswaterstaat (Figure 1) consists of fifteen
regional and river directorates, three construction
departments and six technical/scientific departments.

The latter two groups are also called special service
departments. The general management is charged with
management, the preparation and performance of
activities, the general control of directorates and
departments. The staff of the Rijkswaterstaat consists of
about 12000 employees. The MD is one of the technical/
scientific departments. Its staff consists of over
500 employees.
The Rijkswaterstaat is civil-engineering orientated. Its
tasks include management of the Dutch part of the
