De Nota Ruimte bevat de visie van het kabinet op de
ruimtelijke ontwikkeling van Nederland. In deze nota
wordt duidelijk welke waarden overal tenminste gegaran
deerd kunnen worden (de basiskwaliteit) en voor welke
ruimtelijke structuren het rijk een grotere verantwoorde
lijkheid heeft: de nationale 'Ruimtelijke Hoofdstructuur'.
De twee kaarten van de Ruimtelijke Hoofdstructuur, ver
deeld in een 'rode' en een 'groene', maken de ligging van
deze structuren duidelijk. De 'groene' kaart benadrukt
landschapselementen die betrekking hebben op natuur en
water.
De kartografie van de Nota Ruimte werd bewust sober ge
houden. Dit paste goed binnen de toenmalige kabinetslijn,
waarbij moest worden uitgestraald dat de overheid op een
nette manier omgaat met publieke middelen. De overda
dige kartografie van de Vijfde Nota is daarmee bij VROM
(voorlopig) verleden tijd.
The National Spatial Strategy describes the vision of the
national government on the spatial development of the
Netherlands. In this Strategy it is made clear which objec
tives are guaranteed everywhere (base objectives) and for
which spatial structures the national government has a lar
ger responsibility: the National Spatial Framework. The two
maps of the National Spatial Framework, a 'red' and 'green'
map make the spatial extent of these structures apparent.
The 'green' map emphasizes the landscape elements, rela
ting to nature and water.
The cartography used in the National Spatial Strategy is
characterized by its subtlety. This reflects the mission of
the Cabinet, showing that government spends public mo
ney wisely. The elaborate cartography that characterized
the Fifth National Policy Document on Spatial Planning is
now a thing of the past.
