Plan Waterman
Nederland is bekend om zijn strijd tegen het water en om zijn
landaanwinning (polders). De steeds schaarser wordende
ruimte om te wonen, te werken, zich te verplaatsen en te recreë
ren, doet zich in het bijzonder voor in het zuidwestelijke deel van
de Randstad. Daarnaast is er behoefte aan het in stand houden,
en zo mogelijk zelfs uitbreiden van natuurgebieden. Dit alles legt
een claim op de beschikbare ruimte in deze voor de Nederlands
economie zo belangrijke kustprovincie.
Het gebrek aan ruimte, de noodzaak voor een verhoogde veilig
heid van het bestaande achterland en voor een betere water
huishouding leidden tezamen tot een voorstel de provincie in
zeewaartse richting via duinverbreding uitte breiden. De kust-
locatieplannen staan ook wel bekend als het Plan Waterman.
Waterman opperde het idee van uitbreiding in zee voor de kust
van Hoek van Holland - Scheveningen al beginjaren 80, maar het
plan is ondanks de vele variaties nooit van de tekentafel gekomen.

The Netherlands is known for its battle against the sea and for
its polders. The scarcity of space for habitation, work, infra
structure and leisure is especially felt in the southwestern part
of the Randstad. However, there is also the need to preserve and
even extend natural areas.This puts a claim on available space in
an area that is of vital importance to the Dutch economy.
The scarcity of space, the need to increase the safety of the hin
terland,. and the management of the water has led to a plan to
extend the coastline seawards by creating new dunes. This plan
of new coastal locations is know as'Plan Waterman'. Waterman
first came with this idea in the beginning of the 1980s for the
area between Hook of Holland and Scheveningen. Despite its
many variations and its potential, the plan never left the drawing
board.
The map was first published as part of the report Towards an
integrated coastal policy via building with nature (2008).
