F.J. Ormeling sr. - The United Nations and the standardisation
of geographic names

The article describes the involvement ofthe United Nations in
the standardisation of geographic names. Itfocusses on the activi
ties ofthe United Nations Group of Experts on Geographical
Names UNGEGN), which in 1967 took the lead and since then has
done pioneering work. First ofall, this group of experts was suc-
cessfully involved in standardisation at the national level, which
forms the basis for international standardisation. Many member
states were induced to install official bodies responsible for the
standardisation, the National Names Authorities. Several of
them published 'Toponymic Guidelines'and 'Gazetteers, alpha-
betically ordered lists of national names. Secondly, the UNGEGN
was able to unifi the terminology used, which facilitated inter
national discussion. Furthermore, it initiated training by orga-
nising courses in toponymy for topographers from Third World
countries. The group further contributed
to a reduction in the use of exonyms in
favour of official names, and it encoura-
ged the use of geographic names ofindige-
nous communities and names used by
minorities. Finally, the UNGEGN success-
fully played a role in the translite-
ration/transcription of names from other
Systems to the Latin aiphabet. Various
conversion Systems proposed by the
UNGEGN were internationally accepted in
resolutions at U.N. Conferences.

L'article passe en revue les efforts des
Nations Unies en vue de la standardisa
tion des noms geographiques et notam-
ment les activites du 'UNGEGN' Groupe
d'experts des Nations Uniespour les noms
geographiques), cree en 1967 et qui a
effectue un travail de pionier en la matie-
re. II s'agit en premier lieu de la standar
disation au niveau national, sur la base
d'une standardisation internationale:
nombreux Etats membres ont ete amenes
creer des organes ojficiels responsables de
la standardisation des noms (National
Names Authorities) dont certains ont
publie, par la suite, des directives topony-
miques (Toponymic Guidelines) et des lis-
tes alphabetiques Gazetteers).
Par la suite le groupe 'UNGEGN' estparve-
nu clarifier la terminologie technique,
facilitant ainsi un debat international; il
a egalement facilite l'organisation des
cours de perfectionnement de toponymie
pour les topographes du Tiers Monde.
II faut souligner l'effort du groupe en
faveur de l'utilisation de la toponymie
ojficielle locale au lieu des exonimes et de
l'emploi des noms utilises par des groupes
linguistiques autochtones et des langues
minoritaires.
Enfin, le UNGEGN s'est penche avec succes
sur la transliteration/ transcription des
ecritures autres que l'aiphabet latin et de
divers systemes de conversion prepares par
le UNGEGN ont ete agrees au niveau inter
national, suite aux resolutions des Confe
rences des 1V. U.
