The final report of Cohen and the parliamentary paper of
Kohnstamm gave rise to much discussion in 1997. It is not yet
clear how the political discussions and decision making will
evolve.
The supply of original and derived information by the Topo
graphic Survey ofThe Netherlands (tdn) will in any event be
affected by both documents. The TDN is 'government', which is
entering the 'market' and which therefore must conform to the
new government regulations. The TDN possesses a rieh archive
of official information, in principle available, and therefore it
must follow government policy, whatever that might turn out
to be.
The article makes clear the position of the TDN and its TOP
databases at this moment, the role they could play in the na
tional information infrastrueture and what is the possible in-
fluence ofthe adoption ofKohnstamm's proposals.
