uitgevoerd door middel van fotogrammetrie. De foto's liggen
sinds dat proces praktisch rendementsloos opgeslagen.
Toekomstige mogelijkheden kunnen het rendement van foto-
grafie sterk doen toenemen. Dit wordt vooral veroorzaakt door
de vergroting van de opslag- en de verwerkingscapaciteit van
de Computers. Beeldherkenningstechnieken zullen het moge-
lijk maken om verschillen tussen twee jaargangen foto's op te
sporen.
De gebruikers van digitale ondergronden zullen over comple-
tere topografie willen beschikken. Terrestrische inwinnings-
technieken zijn voor dat doel te kostbaar. Daardoor zal er mo-
gelijk een combinatie komen van inwinningstechnieken. Dat
houdt in dat de bijhouding via fotogrammetrie in Noord-Hol-
land serieus zal worden beproefd.
Een voormalig PKC-lid in Noord-Holland deed ooit de uit-
spraak dat elke sukkel een kaart kan maken. De kaart bijhou-
den is veel moeilijker. Vanuit de visie dat alle nieuwe demen
ten alleen door terreinmetingen zouden moeten worden inge
wonnen is die uitspraak waar.
Als het maken van een kaart door iedere sukkel kan worden
uitgevoerd, wees dan een sukkel. Het is een kwestie van for
mieren. Bijhouden moet je daarom zien als het maken van
een kaart. De vervaardiging van de bestaande kaart was met
behulp van een goed ontwikkelde fotogrammetrische techniek
prima te doen. Waarom zouden we die techniek dan niet ver-
der ontwikkelen en gewoon doen of we een kaart maken? Dat
spelletje beheersen we.
Fotograferen is een grafisch beroep. Kartografie ook. Vast-
goedbeheer niet. Die tak van sport vraagt aan de landmeter
kartograaf de knop om te zetten. Er gaan stemmen op die zeg-
gen dat de huidige basiskaart niet het product is dat nodig is
om vastgoed te beheren.
Na een kwart eeuw is de gbkn uiteindelijk gereed. Wellicht is
het de basis voor een beter bouwwerk.
Hoewel het een product is om lyrisch van te worden zal het als
fundament worden weggestopt. Streven naar een ander, sneller
product vraagt om lef. Er is nog een weg te gaan. Punt voor
punt. Fase een is afgerond. Nu het gebouw nog.

In the province of North Holland (NH) zy.y years have been
spent working on the large-scale topographic base map of the
Netherlands GBKN). In the first ly years, only iy% of the total
surface area had been covered in either the analog or digital Ver
sion of the GBKN-NH. One ofthe reasons was that during a pro-
longed period from the Start it was not clear what exactly had to
be produced. This resulted in high cost, much debate and dijferent
products with notably inconsistent approaches. Due to a stricter fi-
nancial management and an organisational independence leading
to a secured production, the GBKN has become available in the
entire region of North-Holland since december 1998. On the re-
quest of municipalities and energy departments, general improve-
ments have been carried out. The GBKN-NH can be used as an
initial product on which to base future work. In the large munici
palities structural improvements are being carried out now. A vi
tal aspect of the GBKN is maintenance. During production close
collaboration with engineering agencies has taken place. Also in
the succeeding period these agencies have been contacted. The pro-
ject leaders urge the municipalities to update changes. What has
changed where and to what extent? As the GBKN is being used as
a digital source of information a program has been developed that
is able to use the GBKN to transmit changes to the Mutation Re
gistration Centre. Subsequently aerialphotography can serve as an
independent instrument in Order to be complete in notification
and processing of the changes. Photogrammetic techniques have
been applied consistently during production, and in the Situation
when photogrammetic maintenance will be considered as the basis
for map production, this technique will continue to be successful.
In North-Holland we trust in this technology. Visual recognition
will lead to a more common usage of aerial photography. Is the
GBKN really required only as a map? When we listen to the desi-
res of our customers we want to follow new (digital) approaches in
a new Century.

En Hollande du Nord, les travaux consacres a L'etablissement de
la carte GBKN ont ete entames il y a plus de zy ans; pendant les
premieres iy annees, seulement zy% de la superficie de la province
a ete couverte, soit en version analogique, soit en Version numeri-
que. Une des raisons du long retard au debut des travaux etait
que Ton ne savait pas exactement ce que Ton allait produire, d'oü
coüts eleves, discussions nombreuses et differents produits, suite aux
approches inconsistantes.
Gräce une gestion financiere rigoureuse et a une Organisation
independante, la carte de base grande echelle est disponible pour
l'ensemble de La province de Hollande du Nord depuis decembre
1998. Des ameliorations y ont ete apportees la demande des mu-
nicipalites et des Services publiques. La GBKN-NH (Noord-Hol
land) est ainsi un produit de base de l'utilisation du sol, en vue de
multiples utilisations dans l'avenir; dans les communes les plus
importantes des ameliorations structurelles y sont l'heure actuelle
apportees.
L 'un des aspects importants de la GBKN est sa mise a jour. Pen
dant sa production, Ton fait appel la collaboration des bureaux
d'ingenieurs; ceux-ci seront egalement contactes pour la mise
jour, tandis que les responsables du projet insistent aupres des mu-
nicipalites pour qu 'ils indiquent des changements intervenus (lo-
calisation et importance). Etant donne que la GBKN est utilisee
comme une source d'information numerique, les changements sont
transmis au Centre de registration des mutations'; par La suite,
des photos aeriennes, un outil independant, peuvent completer la
notification des changements. La photogrammetrie a ete utilisee
pendant toute la periode de production; eile interviendra par la
suite aussi: nous avons confiance dans cette technologie. La visu-
alisation appelle l'utilisation de plus en plus poussee des photos ae
riennes.
La GBKN, la carte seule, est-elle le produit souhaite par les utili-
sateurs
