first is that the market for georeferenced data and maps is stronger

tions and activities that the European National Mapping Agen-
cies take seriously the rapid development ofa common meta-infor-
mation System concerning Standards for data transfer. Only ifthis
is done will a common, interchangeable geodatabank for Europe
(at the 1:250,000 scale) befeasible.

Cartographers are used to seeing their field as the fundamental
diseipline that takes care of the cartographic basis without which
all Earth science diseiplines cannot display their spatially related

Les cartographes considerent, d'habitude, leur diseipline comme
etant fondamentale pour pourvoir une base cartographique sans
laquelle les diseiplines de la terre ne pourraient pas representer les
resultats localisables. Au debut du 2ie siecle, le role que jouent les
cartographes devrait etre reconsidere: la cartographie doit visuali-
ser les donnees geographiques dans leurs relations reeiproques et
transmettre des informations geographiques.
Toutefois, nonobstant de cette vision modifiee, deux constants res-
tent manifestes. D'une part, la demande de donnees geographiques
et de cartes est plus forte que jamais. D 'autre part, il est evident
qu'aucun Etat souverain n'abandonnera jamais la documenta-
tion, complete et sans prioris, relative son territoire. Dans la
plupart des Etats de l'UE nous retrouvons concepts et bases de
donnees pour la description multifonctionnelle de la superficie ter-
restre; toutefois ils se caracterisent, vu leur diversite, par manque
d'harmonisation. Lorsqu'il s'agit de penser et agir de maniere
depassant les frontieres, les instituts cartographiques nationaux
dEurope devraientprendre au serieux leur Systeme communautai-
re de meta-information, le realiser rapidement et de se mettre
d'accord quant aux Standards concernant les echanges de donnees.
II s'agit d'une condition 'sine qua non'pour realiser une banque
de donnees minimale et interchangeable pour l'Europe, Techelle
de 1:250.000.
