Naarmate de stadsvernieuwing meer in de belangstelling komt te
staan, neemt ook voor stadsveroudering de aandacht toe. Het besef
groeit dat een juist inzicht in de oorzaken van stadsveroudering de
sleutel in zich bergt voor een effektieve aanpak van de stadsver
nieuwing. Ik zie ervan af een overzicht te geven van de theorieën
die er zijn ontwikkeld ter verklaring van stadsveroudering [1],
Meestal zijn zij partieel, d.w.z. zij zoeken de verklaring in één
enkele faktor.
Het centraal stellen van één sektor als verklaring lijkt evenwel
weinig realistisch en weinig vruchtbaar. In de schaarse gevallen
dat méér faktoren worden genoemd ter verklaring van stadsverou
dering, ontstaat vaak een simpele opsomming van faktoren, waar
bij de onderlinge relaties tussen die faktoren op de tocht komen te
staan. Een illustratief voorbeeld is de benadering van Lichfield in
een notitie voor de Economie Commission for Europe [2J:

vey^ of urban obsolescence in relation to renewal. It is recognized
that any particular structure or environment can be found lacking
in contemporary terms due to a variety of contributory factors,
which for convenience can be considered under four headings:
(a) structural obsolescence, where the fabric of the building has
reached the point of being unable to offer adequate physical
shelter;
(b) functional obsolescence, where the building has such internal
defects in arrangement and sanitation as to impede efficient
use;
(c) locational obsolescence, where the building is no longer sited
in appropriate relation to the external linkages and communi
cations which influence its use;
(d) environmental obsolescence, where the conditions in the im
mediately adjoining area (incompatible neighbours or traffic)
render the use of a building unacceptable to its occupants in its
current use or, in the extreme case, any occupants for any
