Policies for the State There are different policies to realize a renovation plan. The State has to make a decision and make a strategy in according to this decision. The State can acquire all the houses and can renovate them their selves, after that they can allocate the houses to the people. They can sell or rent it out. They have to invest a lot of money to buy all the private houses and to get compensation to the renters. A second possibility is to make detailed plans like zoning plans for each quarter and take care for the enforcement of the plans. Every inhabitant who wants to renovate, has to check it with the existing plans. They only get permission when it is according the zoning plan. In the zoning plan they can write conditions for the use of the houses and for the height of the building and conditions how to build it. To stimulate the inhabitants the State can subsidize the renovation plans. The State also takes part in the realizing of the plans because it is also a private owner of a lot of houses. So the State has a role under private law. After renovation it is very important to have a good management over the houses. The houses which are now owned by private owners are most of the time in better condition than the houses owned by State. That is why we think that it is a good policy to sell the State owned houses to private owners. Especially after renovation. They have already this policy in other quarters in the suburbs. Because most of the people cannot buy the whole house they have to create smaller independent living units which can be registered in the public registers. This can be sold as condominiums. You have to take care to sell also the common spaces. Otherwise all the rooms are sold except of the hall, the foundation etc. and the State doesn't get rent any more. It gives also difficulties when you divide a building in disrepair, it is better to sell it after the big repairs are done. You have to create independent units and describe clearly the boundaries and the spaces that are for common use and under common responsibility. This common responsibility has to be managed by an Association of Apartment Owners. They can make agreements about the shared facilities and areas and to take care for the maintenance of the building in total. Stages over de grenzen 293
