SAMENVATTING
De schalen van de topografische kaarten, die als algemeen
kaartwerk van geheel Nederland door de Topografische Dienst
worden vervaardigd en gepubliceerd, lopen uiteen van
1500.000 tot 110.000. Voor veel technische werkzaamheden
is deze schaal te klein en de nauwkeurigheid te gering. Door
vergroting van de kaarten kan men de nauwkeurigheid niet
verbeteren.
Van het gehele land bestaat geen grootschalige topografische
kaart. De kadastrale kaart is weliswaar grootschalig, de
schalen variëren van 15000 tot 1500 - en bedekt ook het
gehele land - maar is minder geschikt voor technische werk
zaamheden. De kaart is uitgevoerd als een eilandenkaart en
de nauwkeurigheid is alleen in hermeten gebieden voldoende.
Bovendien ontbreken veel topografische gegevens.
Prof. dr. ir. C. Koeman heeft in het tijdschrift Intermediair
van 15 december 1972 uitvoerig de ontwikkeling op het ge
bied van de kaartvervaardiging behandeld. Koeman pleit
hierin voor een grootschalige basiskaartering van Nederland.
Het artikel is als bijlage A aan het rapport toegevoegd.
Ook uit kringen van kaartgebruikers klonken steeds luider
stemmen die aandrongen op voorziening in deze behoefte.
Zeer duidelijk kwam dit o.a. tot uiting op een studiedag van
de Nederlandse Vereniging voor Geodesie in mei 1971, waar
het rapport van de Studiecommissie Leidingenregistratie,
waarin een Wet op de Leidingenregistratie werd voorgesteld,
in brede kring werd besproken. Realisering van een goede
registratie zonder een goede topografische basiskaart werd
onmogelijk geacht.
De Nederlandse Vereniging voor Geodesie zag door dit alles
een taak in de bestudering van de mogelijkheden om een
uniforme grootschalige basiskaart in ons land te realiseren.
Daarnaast had ook de Rijkscommissie voor Geodesie be
langstelling voor dit onderwerp. De Nederlandse Vereniging
voor Geodesie en de Rijkscommissie voor Geodesie besloten
een commissie samen te stellen aan wie werd verzocht na te
gaan hoe een grootschalige basiskaart voor het gehele land
verwezenlijkt zou kunnen worden. Deze Commissie Groot
schalige Basiskaart (Commissie GBK), die in 1972 haar
werkzaamheden begon, stelde het probleem in de vorm van
twee vragen
a. Is het mogelijk om voor het gehele land tot een groot
schalige kaart te komen met een zodanige inhoud, schaal
en nauwkeurigheid dat de vraag naar deze kaart de ver
vaardiging en de bijhouding rechtvaardigt?
b. op welke wijze moet deze kaart worden vervaardigd en
bijgehouden en wie kan hiervoor zorgdragen?
SUMMARY
General purpose maps of The Netherlands are produced and
published by the Topographical Service. The scales of these
topographical maps range from 1:500,000-1:10,000. For
many technical purposes the scale of the available maps is
too small and the accuracy is not sufficient. An improvement
in accuracy cannot be obtained by an enlargement of these
maps.
A large scale basic map covering the whole country does not
exist. Cadastral maps, although at a large scale (range
1:5,000-1:500) and covering the whole country, are less
suitable for many technical projects. The cadastral map is a
so-called island map of which the accuracy is sufficient only
in resurveyed areas. In addition it lacks many topographical
details.
Prof. Dr. Ir. C. Koeman has treated the development of map-
making in detail in a paper published in the journal "Inter
mediair" of 15th December 1972. Koeman made a plea for
a large scale basic map of The Netherlands. A copy of this
paper is added tot the present report as appendix A.
Also map-users were making increasing demands for large
scale maps. This was very clearly voiced at a symposium of
the Netherlands Geodetic Association in May 1971. At this
meeting a report of the Study Group "Mains and Pipeline
Registration" was widely discussed and a Mains and Pipeline
Registrations Act was proposed. For an adequate registra
tion, however, topographical maps of sufficient accuracy were
considered essential.
The Netherlands Geodetic Association considered it her
duty to study the possibility of realizing such an uniform
large scale basic map of the country. Besides also the Nether
lands Geodetic Commission showed interest in this subject.
Both commissions then decided to set up a committee with
the task to investigate in what way this large scale basic map
for the whole country could be realized. The Committee
"Large Scale Basic Map" (Committee G.B.K.), starting her
work in 1972, set the problem in the form of two questions:
a. Would it be possible to design a large scale map of which
the content, the scale and the accuracy is such that the
demand for it justifies the cost of compilation and up
dating?
b. How should this map be compiled and updated and to
whom should this task be committed?
The committee has not considered it her task to make a
thorough study of the technical side of making this map.
In carrying out her task the committee has been in contact
with the "Working Group for Mains and Pipeline Registra-
