urban data
management
seventh
european symposium
call for papers
The 7 th European Symposium on Urban Data Management will be held in The Hague, The Netherlands,
Congress Centre, 23-27 April 1979.
Since its inception in the 1960s, the urban data management concept has undergone considerable enlar
gement. It would be difficult to name a single phase of urban government which is not coming to rely in
creasingly for its effective operation on the continuing supply of detailed and accurate information. Beginning
with the idea of the general data bank several distinct areas of application have now emerged which include
but are not limited to taxation, land title records, urban and rural planning and renewal and the supervision and
control of daily operations. Within each of these fields, moreover, the theoretical, functional and administrative
aspects have multiplied and continued to grow more complex.
In line with these developments, the 1979 Symposium will be devoted to exploring new horizons in urban data
management including its theoretical, functional, administrative, political and ethical aspects as outlined
below.
1. Theoretical/technical aspects
Data theory: geocoding, classification, data structures, precision, measurements, generalisation;
Data base technology: advantages and disadvantages of different types of data base management systems;
Graphic presentation: thematic and analytical cartography, interactive graphic systems.
2. Functional aspects
Taxes, titles to land, planning, renewal, process planning, monitoring, supervision, highways, traffic, public
transport, education, police, social services, health, recreation, person registers, land registers, voters regis
ters, housing and housing management, financial planning, information service to councillors and to the
public etc.
Papers on these or other functional aspects preferably shall be in the nature of case-studies, having a pre
determined format, including f.i. data collection, responsibility for accuracy, how the data are used, analytical
techniques and decision model techniques, benefits of the use of the data, and if possible explicit cost effec
tiveness evaluation on this computerisation as compared with the previous manual systems.
3. Organisational/administrative aspects
Types of data (what to collect and how; by whom?), information supply in a legal context, information supply in
an intergovernmental context, horizontal and vertical co-ordination, contrast between specialised (single
department) systems and general purpose systems, designer versus user, education for data management,
political and ethical aspects.
Authors wishing to present papers related to these topics are invited to submit abstracts in English or French
before October 15, 1978 to the chairman of the Organizing Committee: professor dr. M.J. M. Bogaerts,
