for Experimental Photogrammetric Research (hereinafter referred to
as the „Organisation").
Article 2 Aim.
The aim of the Organisation is to increase the accuracy, quality
and efficiency of aerial surveys by speeding up the development and
improvement of photogrammetric methods, in particular by arranging
and carrying out, in mutual co-operation, a joint programme of exper
imental photogrammetric research.
Article 3 Members.
The Members of the Organisation shall be either the Contracting
Parties which are Signatories of the present Agreement or have
acceded to it in accordance with the provisions of Article 9 below,
or the appropriate governmental or semi-governmental agencies desig
nated to that effect by their Governments, each Contracting Party
being represented by one agency.
Article 4 Structure.
The Organisation shall consist of a Steering Committee and of an
Executive Bureau and as many Scientific Committees as may be
considered necessary to carry out the research programmes.
(a) The Steering Committee shall be composed of Delegates of
Members of the Organisation. It shall consist of not more than two
Delegates of each Member, to be chosen wherever possible among
specialists representing users of photogrammetric services.
The travelling expenses and mission allowances of Delegates of
Members shall, as a rule, be paid by the Members.
Decisions of the Steering Committee shall be taken by majority
of three-fourths of Delegates present, or represented and voting, sub
ject to the provisions of paragraph (b) of Article 7 below. Each Mem
ber shall have one vote only.
However, a decision shall be valid only if the majority of three-
fourths of the votes validly cast equals at least half the number of
Members.
The Steering Committee shall elect a Chairman from among its
Members. If the voting is equal, the Chairman shall have the casting
vote.
The Steering Committee shall decide which problems shall be in
vestigated adopt the appropriate programmesallocate the work and
supervise the implementation of all programmes agreed upon.
The Steering Committee shall, if necessary, adopt Rules of Pro
cedure and any decisions required for the proper operation of the
Organisation, particularly as regards the time allowed for the sub
mission of proposals to the Steering Committee and patent rights.
The Steering Committee shall adopt the Budget and supervise the
finances of the Organisation.
