The Steering Committee shall designate the members of the Ex
ecutive Bureau (who may not be delegates who are members of the
Steering Committee) and shall establish the Scientific Committees
required for carrying out each programme.
(b) The Executive Bureau shall consist, in principle, of three per
sons who shall manage the scientific, technical and administrative
business of the Organisation on a part-time basis. One of these will act
as Secretary-General of the Organisation and shall be specially
responsible for all administrative and financial matters. The Secretary-
General shall be authorised to deal with all day-to-day business relating
to the functioning of the Organisation.
The Executive Bureau shall be responsible to the Steering Com
mittee for carrying out the programme and the decisions adopted by
the Steering Committee within the specified time-limits and in the
manner prescribed.
1 he Executive Bureau shall be authorised by the Steering Commit
tee to organise and launch research programmes. It shall co-ordinate
work and prepare documents and estimates for the Steering Committee
and the Scientific Committees. It shall follow up resultstake all
precautions to avoid delayand keep the Steering Committee informed
concerning progress and results and the work of the Scientific Com
mittees.
The members of the Executive Bureau shall attend meetings of the
Steering Committee but shall not be entitled to vote.
Article 5 Operation.
The Organisation shall be guided in its work by the following
Principles
(a) The carrying out of co-ordinated research programmes, mu
tually agreed upon, shall be de-centralised.
(b) To carry out the programmes adopted by the Steering Com
mittee, the Scientific Committees shall work out a detailed schedule
for each study, take part in the trials, observe, interpret and compare
results, give general guidance on research, and make detailed enquiries
into any technical questions submitted to them by the Steering Com
mittee.
(c) The Steering Committee shall decide whether results of research
shall be made public.
(d) In agreement with the centres concerned, the Executive Bureau
shall take all appropriate steps to ensure that work at the centres
engaged in research is not obstructed by visitors.
Article 6 Headquarters.
The Steering Committee shall determine the Headquarters of the
Organisation as soon as possible.
Article 7 Financial Resources and Contributions.
